The HD3650 is based upon ATI's RV635 chip which is built on TSMC's 55 nanometer process. The HD3650 has 378 million transistors or more transistors than the X1950XTX cards even though those were the high end cards of a couple of years ago. There are 120 Stream Processors (compared to 360 on the HD3870) and the card fully supports DirectX 10.1 that requires SP1 on Vista.
HIS has clocked their 3650 at 790MHz, a 65MHz increase over the standard ATI card reference clock speeds. With the IceQ Turbo cooler the temperatures of the card reach about 50C while under stress, the 3650 runs pretty cool while running tests. The IceQ Turbo does a great job of keeping the card cool in operation as 50C is nothing compared to the high end cards.
ATI has announced their new HD4xxx series, their second generation 55 nanometer process card and second generation DirectX 10.1 card. It will be interesting to see if there is a replacement for the HD3650 in the new lineup. Nothing has been announced or even rumored about a possible HD4650 but the cycle of releases indicates that there might be one later maybe next year.
