ATI chose to make the card a PCI card. This makes sense in many respects in that the replacement for the PCI bus, the PCI Express bus needs more traction. Intel introduced PCI Express in 2004,, but most motherboards have legacy slots and IDE controllers as well as the new standard. Most devices are still on the PCI bus (LAN, Audio, HDD controllers and more). As we move forward, more devices will be released on the PCI Express bus including TV tuners.

ATI chose to make the TV Wonder 650 a half-height PCI card. The card is the length of a PCI slot, and is half the height of the bracket to place it in a computer. It should fit in any computer on the market today with a PCI slot, except for some of the really tiny mini-PCs like the Aopen XPC which would be an extremely tight fit. I was able to fit it in my Shuttle XPC computer, making it a good choice for people wanting to watch television in SFF computer. There is a Samsung K4D551638D-LD40 memory chip on the board. According to Samsung's website this is 32MB of 250MHz DDR memory.

There are three output ports on the TV Wonder 650, the Radio port, the CATV port and the TV-Out port. The Radio port is to attach the included radio antenna. The CATV port is where you attach your television amplified antenna, HDTV antenna or cable. The instruction manual clearly states where to attach what cable, so you won't get confused. The Theater 650 chip resides on the front of the card. The rear of the card has two melted plastic areas. This was one of the first cards out and the production card doesn't have the melted plastic.
