A lot of budget gamers make the mistake of dramatically skimping on the power supply, or (worse) using one that comes with a cheap case. Yes, some of those will turn on your components... if it turns on at all... but that's only one consideration. The PSU feeds your system with energy. The more it demands, the harder the PSU has to work. Stress it too hard, and efficiency takes a tumble. It ends up delivering unstable, noisy, and oftentimes harmful power. There's budget, and there's junk.
Corsair's CX600 is the former. It's a quality low-cost PSU with the oomph needed to drive your budget gaming rig. It's 80 Plus certified to deliver 80% efficiency, and offers a ton of protections modes in case you push it too far. It may not be the right choice to run dual Radeon 7870s, but this will handle any single card system with aplomb.
