They have done a proper job at improving this thing and in this height it basically seems to beat the pants of that Samuel 17 with any low-profile fan.

There's no direct comparison review between these two but comparing each of them to a more common model like the Noctua NH-L 12 or Thermaltake Silent 1156 makes things pretty clear.
