I am trying to access NTP servers using ats.exe (from AnalogX). This is a time client which sets my proxy server's clock and acts as a LAN NTP server to set all my other computers. I have a list of NTP servers but none of them can be accessed. They all come up "unable to contact server". This program used to work OK. What may be causing the problem now?

Could be due to scheduled maintenance, OS update or other reason.. like a power outage. Or perhaps a problem at your local ISP center. Try at different times of day, preferably during "light" traffic hours.
Major ISP services seldom have a backup generator, only battery backup for when a power outage happens! And that may serve only 24 hours or so.

Since posting that, I have signed up for a new broadband contract. I'm hoping the NTP will work with a new broadband service.

Never really used the application because I just reconfigure the windows time service instead.
If you can set alternate NTP servers, here are a few to try:
time.apple.com
0.north-america.pool.ntp.org
1.north-america.pool.ntp.org
2.north-america.pool.ntp.org
3.north-america.pool.ntp.org
Its also possible your old ISP was trying to cut down on traffic so it started to block NTP
