I installed win xp, over winxp - on the same partition.

Yes I know, I know.

Anyway I now have a windows folder and a windows.0 folder that is the newer install. And I get asked which OS I want to boot, winxp or winxp.

Is there any easy way to remove this?

look at your boot.ini file with notepad, and edit it to only contain the os you want to start.
you can also right click my computer>properties>advanced tab>statup and recovery settings to edit said file or change parameters.

And then can I just delete the WINDOWS.0 folder?

Best not too, if it has references in the 'new' xp it may cause all sorts of difficulties...

Leave the old folder. When you do an over-the-top install like that, it merges your main OS files. If you delete it, most of your hardware won't work. Most of the OS won't work, for that matter. The only things that wind up fully seperated are the user folders, and even then, that's sketchy. Just edit out the boot.ini and leave it, unless you want to start over with a clean drive.
