Video Card

I have installed a Sapphire Radeon HD 3450 agp, installed drivers and windows (xp) not picking up drivers after a restart. In the device manager there is a code 28.

Reseat the card, make sure if it requires external power it is plugged in. Make sure the PCI slot next to the card is free.
I have been programming on computers since the ZX81.
I am an apprentice trained Electronics Engineer with qualifications to back it up.
I have been repairing computers since 1996.
Yet to some people I still know nothing...
