a lot of the air traffic control methodologies(and even flight paths) are due to the HORRIFICALLY outdated flight control systems used in the united states.

modernize it, and flight paths open up considerably - there's much less congestion through the corridors that we've artificially created, and the skies clear up. the existing dive/climb procedures become obsolete when all flights are fully aware of each other and can self-adjust/adapt.

to be honest, I don't expect delivery drones to be flying much higher than a few hundred feet - well below any authorized flight floors...and they'll be restricted to much lower limits around airports anyways. intermediary drones(hauling many packages) perhaps between smaller sub-delivery stations/staging areas may fly higher, but I still think the vast majority of hauling will be done in a traditional sense for at least a few years.
