use a grounded wall outlet for your system. ALWAYS.

A grounding circuit is on all computers, unless the power plug has only two prongs. That is a safety feature and should not be defeated. Using adapter sockets that do not continue the ground lead into the electric wiring can be a fatal scenario!
But if your system is properly grounded to the electric outlet, then the cause of you getting shocks is due to synthetic clothing and chair materials, as well as floor coverings.. and low humidity in the area. Keeping the relative humidity at around 50% should reduce the chances of static build-up.
You can generate up to 50,000 volts of static electricity just by scuffing about on synthetic carpet or materials.. and when you touch something that is grounded, ZAP! It is not strong enough to cause injury, except to your pride. You can also get the effect when sliding out of a car seat during cold, dry weather. To prevent those shocks, grasp the key firmly in your fingers, and touch it to any metal body part before touching with bare fingers.

Yeep,
thanks for the contributions. The static electricity part makes a lot of sense. It always DID feel like a static discharge but because i have so much trougble with my pc lately i wrongly assumed it came from the " pc towards me ", when all the time it really is discharging " from me to the chassis of the pc "
which after all is earthed.

Normally the side cover is on the pc and all i touch is the "ON" button " which is of course plastic. But for the past few weeks i have been struggling with my pc so the covers are off and did touch the chassis and got "whacked"
