ECS 570 SLIT A vcore problem - won't increase??

I have an ECS 570 SLIT A motherboard (v5.1) with a pentium D 820. I have been trying to increase the vcore of the cpu, (there is the option in the bios) and when I start the computer cpu-z and speedfan both tell me that the voltage is only like 1.3 - even when I have it set to 1.4 or 1.5 The FSB increases without a problem, and so does the memory timings, but not the vcore? Why would this happen? I think the voltage not increasing is what is holding me back on my overclock - I have gotten it from 2.8 to a little over 3ghz - but if the vcore will not go up then I am limited. Thank you
