Changing Image Borders

I'm trying to figure out how to change a border around an image within a table on an html page.
Here's an example:

<TD align="absMiddle"><img src="MVF-862E.jpg" width="280" height="215" border="10"></TD>

Does anyone know the value to change the border color?
The default is black, I'd like to choose my own.

I guess I'll just have to put a colored border around the photo using an image editing program.

Should be able to get away with adding in:
