Why Microsoft has not incorporated into its operating systems a feature where an entire folder along with its contents can be password protected?

I speak in regards to the popular operating systems like XP Pro, Vista, Windows 7 & Windows 8. I do see where individual files can be password protected but not the folder itself. I do believe there is other software that can be used to accomplish this but that is it. ???

Set program access to certain users for "all", and restrict other features/folders from other users. Each user must then sign on with or without restrictions. Only the Administrator or primary user would have the right to change any passwords for access. Avoid the "guest" or "all" user settings unless all users are trusted.

Ya, but that is just a work-around. Should be as simple as "right click", "advanced", "Passoword protect folder" or something. No clue why they wouldn't have implemented something like that.

There is an option to encrypt, but not sure how that works in comparison.
