My laptop does not recognize USB flash drives, external drives, or my data/transfer cable. Problem discovered when I needed to move files from this laptop to another and nothing worked. USB mouse (wired or wireless) works though.

When I plug in a flash drive, it detects it, but lists it under "Other devices" in Device Manager. Device Manager will show all USB drives and the transfer cable under the Other Devices menu. When I right click the item to view the error message, it says "The drivers for this device are not installed. (Code 28)"

If I try to Update Driver, it tells me it is unable to find or install any drivers (Windows is unable to find any drivers for your device).

OS: Windows 10 (latest updates installed)
Laptop: Dell

Have you tried just having the controllers reinstall entirely?

Go to Device Manager.
Expand Universal Serial Bus controllers. Select device and select Uninstall.
Restart your computer - USB controllers will automatically (re)install.

Try this:

1. Open the command prompt, type the following command and press Enter after each line in order to run it:

set devmgr_show_nonpresent_devices=1

cd

cd windows\system32

start devmgmt.msc

2. Then Device Manager should start. Click View and choose Show hidden devices.

3. Now you need to expand all sections and delete all grayed out entries.

4. After you’ve done that, restart your PC and reconnect your USB hard drive.

Or this, if I remember correctly it is usually corruption in the registry:
USB flash drive not detected occurs can be a result of a corrupted registry entry. If so, you need to remove the bad registry key.

1. Run open box, input “regedit” and hit Enter to open Registry Editor.

2. Go to the key below and delete it only.

HKEY_LOCAL_MACHINE\System\CurrentContolSet\Enum\USB\VID_0781&PID_7101 and/or VID_0000

3. Restart your Windows 10 computer and reconnect the USB flash drive to your computer.
