Did you input your name (owner/user) and other info during the first phase of install, and the character string (license) on the COA was a match?
Was that OS install disk authentic, with a complete surface hologram on the label side? Should be some characters molded into the rim of the hub. Was this OS install ever activated previously? In short, the EULA for the OS notes "one install, one system, one time". Yes, you can reactivate the OS maybe two or three times. But may require a call to Microsoft®. They can be forgiving as to a hard drive failure or viral mortality.
