What is the operating system on each machine?

Its fairly simple in those operating systems.
Check to make sure File and Printer Sharing is enabled. Go into Network Connections, right click on the LAN connection and choose Properties. Make sure File and printer sharing is in the List and checked.

From Control Panel, go into System and from Computer Name, make sure you are both on the same workgroup, but have different computer names.

You should be able to share files, folders and printers now.

Network Places should display the PCs in your network.
To share a printer, right click the printer and choose Sharing.
To share a folder, right click the folder and choose Sharing and Security.

Should work.
