is there anyway i can ftp say from my main hd to another hd on the same system? im running windows 98se.

If your asking if you can move files via FTP on the same machine, sure you can.
Just setup an account and give it all the rights you need to, sign on, then choose the download and upload directories and move what you want.

I don't know why you'd want to transfer files via the FTP protocol on the same computer...

You do need a server program to run on the system. Windows 98 does not come with one built in.
But you could always download a program called Serv-U FTP. Its pretty good under Windows 98 and easy to setup with user accounts.
This would allow you to transffer files within Windows98
