Blue Screen at Reboot and MUI Error at Startup

On my XP machien, every time I reboot I get a blue screen that basically says

"A process or thread crucial to application has unexpectedly exited or been terminated" the bottom of the message it says,
"Technical Information" STOP: 0X000000F4 (0X00000003, 0X8AD1F5C0. 0X8AD1F734. 0X805D22DA)
"Dumping physical memory to disk:

The computer starts back up fine and Windows starts
But then I get a message:
"MUI Unattend Action"
"MUI unattend action has encountered a problem and needs to close. We are sorry for the inconvenience.
And the only option is the close button
I close the error and the system continues to load fine and works fine.

I cleared the event viewer and reboot and the only error in the log is in the System folder and says
"Souce - TCPIP"
TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts.

So now I am curious if all of these are related somehow and what I might be able to do to resolve these issues

Replacing the CMOS battery should solve it..... While in there look for bulging or leaking capacitors on the motherboard, video card and power supply...

I am an apprentice trained Electronics Engineer with qualifications to back it up.
I have been repairing computers since 1996.
Yet to some people I still know nothing...

Will it do this if not connected to any network as well? Same error messages? Same eventlog entries?

Is this computer the same as in your signature? If so, I note "Microsoft Windows XP Professional Build 2600 - SP2". It should have SP3 installed, fixes a lot of earlier problems.

Psibly a windows upgrade can solve the problem, had U installed some comunications device or program recently, it could be the problem a device or program that needs a newer update of XP
