Windows 11

Hello folks,
It wasn't that long ago that I read there would not be a Windows 11 but it seemed at the time Windows 10 would become a pay as you go operating system? It seems since then I se that there will be a new operating system called Windows 11. I have been reading that it will be a free upgrade to certain folks running certain O.S's with PC's with certain hardware. I understand that it is already out to certain people?

So my question is: What happened? What changed Microsoft's plans? Are there any real big changes to it?
