CPU speed is not stable

Here are my stats:

AMD Athlon XP 1800+
Asus A7V266-E
Award Medallion Bios ver. 6.0 Rev. 1004B

The Problem:

Upon bootup, bios appears and cpu speed has been decreased by the bios. Instead of 1533 Mhz, it insists on running at 1150 Mhz. I returned to default settings but it is now hanging up once I get into the bios to check that all is ok. Another weird symptom I got was a **one-time** only post code of a series of beeps, which Award says is bad ram (I have two 256 MB sticks of ddr memory). System reads all 512 MB.

I don't want to upgrade the bios unless absolutely necessary. Does anyone know something technical about this bios, the amd xp cpu series or this motherboard which could explain this behavior? I am exhausted from searching....

Please go back to your bios and settle for 133 CPU speed 133-133 not 100
look up and you will find :D
