On search of that i430 BIOS, found there may be several different versions.. "Condor", "Falcon", "Eagle" and others.

Did a deep search at www.intel.com/ but no listing for that i430VX.
Do have a BIOS file in my archives for the i430 model, dated 2008. But not the VX series.

Hopefully, evasive can find the proper BIOS version for you in his archives.
As to USB features, older boards required an OS driver to enable them. Newer boards can enable USB from the BIOS program.
USB type 1 hardware is more or less obsolete, but USB 2 and USB 3 versions can be had in PCI style add-in cards.
