well it is working !
I drain the power as you recommended and I was able to boot from the hard drive.
I have still a problem with Hibernate it don't shut down the power.
The screen, the wireless mouse shut down but not the keyboard.

Check your power supply for bad capacitors also please. You still have some sort of power problem. Yes, coincidence with the windows 7 install but that can happen...

I found the problem: in windows7 :devices manager: power management
some of the device allow to wake-Up the computer. By disabling it , the hibernate is working.
