Almost all small CPU fans will have a 3-pin or 4-pin power connector, keyed so it can connect only one way to the power socket.
The blades on the fan are curved a bit for better efficiency, like a propeller on an airplane. The arc of the blades dictates which way it turns. The majority of fans will blow air onto the heat sink, but some designs will pull air off the heatsink.
