BEIJING- In what US officials are calling a "startling and frightening prospect," Hu Jintao announced Monday a radical solution to China's growing population problems: sterilization.
Speaking through a translator, Hu Jintao, the Paramount Leader of the People's Republic of China, detailed his reasoning behind his government's plans: "Overpopulation in our great nation has become a problem that the government must take care of. Unfortunately, the size of China has forced us to be inventive with slowing down our birthrates."

They already tried with huge taxes for anyone producing more than one child, it seems that didn't work so they simply go to the next step. I hope they freeze some eggs/seeds from each couple in case the first child dies...
We hate rut, but we fear change.

Much higher Tech than the 'traditional' drowning of female babys in favor of having that one child be Male... Otherwise it's not much of a change in China's policy about Families...
Better living thru technology...

Mankind is really no different in nature than many lesser creatures. When food and shelter is plentiful, they replicate quickly. When food or shelter become scarce, they may evoke the "lemmings" march.. or starve to death!

Carbon credits to couples that limit themselves to 1 child?

No worries - it's just a 'thought experiment'. But it's not just about China anymore...
Never mind effect on demographics (in China, the preference to having a son resulted in a major gender imbalance), consider that to simply maintain a population couples should average 2.2 kids. Also consider impact of reducing natural-born citizens while illegal immigrants may have many kids - the 'original' culture would be crowded out. Also, more population can mean more production of goods - and taxes - if population were actually to dwindle how would we deal with massive deficit spending and who would pay for Social Security for the increasing seinor population ?
