With any files sent out or received, you transmit only in "packets" of 65,535 bytes maximum. After each "packet", an echo byte is sent to indicate a complete (error-free) receive. Then the next "packet" sequence starts.
Yes, very likely your ISP is 'throttling' your uploads. Most ISP outfits try to reign in the file sharing frenzy by cutting back upload and download speed on very large files.
Even if it is a legitimate OS update or other program update, the ISP "overlord" may evoke a slowing of data.
