Most computer hardware is of a metric standard, unless used in the U.S.A. and some other countries. Some fasteners are almost identical in appearance, but there is a size difference and thread pitch difference!
You have to dissect a lot of ads about computer hardware, noting if it is a complete kit or just a replacement part! The "fine print" should detail what is part of the package. Been there, done that too.
Hope you get what you need to complete the setup.
As you are aware, some countries have a high import tax and embargoes on some products.. to favor the "homeland" manufacturers and sellers. Sometimes, you have to improvise.. hopefully with desired results.
While the older Pentium 4 design is considered 'obsolete', it is still very viable in many uses. Possibly a computer shop nearby might have DOA units you could scavenge (with permission) for needed parts?
F@H.. to solve mankind's maladies.. in our lifetimes!
