USB 3.0 cards usually require to have the extra power if in a PCI-e 1x slot. If it has the input on the card, try it and see. If still no dice, replace the card and use a card with an NEC controller chip (I have had similar issues with ASmedia USB controllers).

Make sure the power connector is in and working...

Common issue with windows 7 and USB 3.0.

Unless its a laptop motherboard or certain mini/pico/nano itx boards... Look for any damaged components or board traces.

No, but I play with a lot of Linux distributions which are aimed at the Pi. I have been tempted, but I have two many other things on the boil.

The forum is more or less dead now. There have been very few postings over the past 5 years compared to when you or I joined. I check in every week to see whats what and hardly anything has changed.
