You need 16 chips on 256MB sticks and 8 chips on 128MB sticks. Both must have 8x16 internal organisation.
Some memory manufacturers still supply i440BX compatible RAM but prices seem to be high. Ask your local dealer and have a look at Ebay or similar sites.

You should try the 2.35a Beta-Bios - AFAIK it fixes the HDD detection problem. Just drop Kuriaki a PM and he'll send you this Bios or give you a link to download.

Sounds like a major Bios BUG.
Tried to use Shuttle/ECS Bios on one of your Boards to test ?
Tried to ask support of all four companies ?

Topic: Why is my CPU seen as 166MHz not 200MHz?

Are you sure the CPU runs at 166MHz or does the post show 166 Mhz but it runs at 200MHz ?
Any program capable of reading-out the time stamp counter should be able to verify the real MHz.
But it might be possible it's an early version board maxing out at 166MHz with this CPU.

A classic Athlon should work without problems bu a Thunderbird Slot-A above ~750MHz only with a small mod. If you have the K7V-T then the T-Bird runs well without mod.

Maybe the Bios is confused because of mixing PC-3200 with PC-2700. Try manual memory timings set to 166 MHz or DDR-333 or PC-2700. With three sticks of memory you may have to reduce timings for stability. Make sure you install the two 256MB sticks in one channel and the single 512MB in the other cha...
